Hello, so I was just wondering if it possible to set a game originally clocked to 60Fps to 30Fps, yet with 100% Speed.

The reason why I want to do this is because my PC can't handle some games at that are clocked at 60Fps natively, like Super Mario Galaxy as an example. At best it will perform at 40Fps, which is 60% Speed of the actual Emulation/Game, which is obviously the problem I have.
If there is no manual way to do this, might I suggest it as a feature for future development.

It's possible to do this if someone develops a game-specific hack for it. Just like with 60 fps hacks, but lowering the framerate instead of increasing it. There's no way to do it that doesn't require game-specific work, though.

Right, I see what you mean. I've heard about 60 Fps Hacks for games, hence the origin of my question. 
You mentioned it has to be game-specified, so there's no way for it to become a feature one day, universally?
Or, perhaps you could "cheat" and set an FPS Limit to 30, and do 200% Speed?

No, it's impossible to do it universally.

That's what you need the game-specific hack for.

Pardon, can't you just implement a FPS Limit anyway to whatever the user sets it to, and let the user decide the clock speed of the Emulation?

You can already configure that using the Speed Limit and Emulated CPU Clock settings, but it's not going to do what you want, it's just going to make the game run at half the speed.
