I just realized I repeated myself twice in my last post. Don't blame the operating system for the faults of the hardware, third party drivers, and software. That is one of the reasons Vista got such a bad reputation despite it working fine for mostly anyone with decent hardware.
Windows 7 has been optimized greatly and it's performance is on par with or greater than XP. I'm using Windows 7, it's fast, stable, responsive, and packed with new features. It has been proven that Windows 7 even runs decently on older hardware, one person tested on a Pentium III 1.4 Ghz, 672 MB of ram, and a Radeon 9500 Pro:

Simply put your hardware is just not adequate to emulate complex systems such as the PS2, GC/Wii, and Dreamcast and can not play any PC games made within the last 3 - 5 years.
