Rogue Leader 2 lags while CPU stays idle

I have this problem with the game. It runs at 40-50 fps with some 60 fps spikes and drops as low as 20 fps in cutscenes and menus. But the thing is that the CPU doesn't even go more than 15-20%. in game it goes about 40%-ish and the game still struggles at around 50-55 fps.

This game used to run full speed about a year ago using an older version of the emu. A fwe months later i updated to a newer version and the menus/cutsenes were slow but in game it was good. Now, i updated to the latest version (8731) and it never goes full speed.

Still, if it used a bit more of my CPU, it would easily handle 60fps. I don't get why the CPU sits idle while the game goes into slow motion...

I have a i5 4670, Nvidia GTX 960 and 16GB RAM. I only use 2x native with no AA.

Dolphin will never use more than 50% of your CPU since it only uses 2 cores.

Well, it doesn't even come close to 50%... according to task manager, none of the cores go above 20% during cutscenes or the menus (where the game drops to 20-30 fps)

Either the CPU emulation thread is waiting on the GPU emulation thread, or the GPU emulation thread is waiting on the CPU emulation thread.

The Rogue Squadron games are intensive to emulate and high end systems still lag a little with them.

Hmm, i get what you are saying but if that happens, shouldn't at least one of the 2 or 4 threads be close to 100%? Sorry if that's a stupid question. But i don't see any thread/core being close to fully utilized, like i said the most busy core goes up to only 20% usage or something. If there is a bottleneck, shouldn't be visible in one of the cores?

Anyway, thanks for the responses.

Windows swaps threads between cores so that no core is fully loaded. If you have a 4-core CPU with HT, Dolphin cannot possibly use over "25%" CPU, and that's presuming a fully loaded GPU and CPU thread, which is unlikely.
