PC Specs:
CPU: AMD A6 Vision
Mobo: F1A55-M LX R2.0
GFX Card: GeForce GT 610
Ram: 4 GB
HDD: 350 GB

I want to play most Nintendo-published games, and especially Super Smash Bros. Brawl with HD texture packs. Is there anything I should watch out? I want to play in the best quality possible in the latest Dolphin version. I am mainly using it to record footage for a series.

You're going to want a faster cpu and a faster gpu. If you have 500 bucks lying around click on this link and that will be able to play many games fullspeed with hle audio. But I recommend saving up more and getting a alot better rig. PM me if you think you can save up 600-800 dollars.

I'm no expert but as garrlker said your CPU and GPU seem to be a bit on the weak side, emulations require quite a bit of power mainly from the CPU so you may want to consult in the forums and change for a better one, the same applies for your GPU. You may want to take a look at this for CPU references https://forums.dolphin-emu.org/Thread-dolphin-cpu-hierarchy
The right man in the wrong place can make all the difference in the world.

You can get an A10 6800k with Asrock FM2 A75 Pro 4 mobo
A10 6800k is an APU (CPU+GPU)
A10 iGPU is as fast as AMD 6670 which is mush faster than Nvidia GT 610 , you won't even need a graphic card
