A lot of older IMGTec devices grabbed a large chunk of memory upon initialization which other things couldn't touch, even if the GPU wasn't using much of that reserved space at all.
On Jetson platform maybe. But on Nvidia Shield Tablet many software report me 224 MB max. If the report is wrong where they take this information ? That the same thing on Nexus 9 ?

Certains games work better with a reduced resolution(480p)(SSBM, Wind Waker, etc) which make sense with limited gpu memory.
