It seems to take place when a new area is loaded; or as the camera pans or does a 180 something... (...) Is this a limitation of the emulators current compatibility or something I can fix on my side?

It seems to be worse when I crank the settings up, but even when I turn the settings down to 480p and disable AA and AF it's still there.
As I wrote earlier, I had the exact same problem with UC and after many attempts I managed to fix it!

step 1: I updated my DirectX by installing the DirectX March 2009 Runtime as suggested here. I also updated my .NET Framework just to make sure.

step 2: I picked out almost randomly an old revision (SVN 5072) and it completely eliminated the heavy lag. (Interestingly with SVN R 6511, the version I use to play RE0 and REmake, the problem is still there.)

truti: I used the same built when I completed RE Remake with Jill a few days ago and I also have the NTSC version, but I've never seen anything like this... I hope somebody can help, unfortunately I can't. :/

it's strange
i play re remake for wii in r6655 x64
and i have constantly 30fps in all scenarios with ssaa 9x + af 16x
but re zero for wii in this last rev, fps drops so much ~19/15fps... the sound is perfecty (wii/gc ver.)

in rev 5248 the gc version runs constantly 30fps but have sound problems... ssaa 2.25 + af 16x
the wii ver. runs 23/19fps without filters...
anyone got 30fps in the wii version of re zero? or in the gc ver., but without sound problems?
thx ^^

the NTSC version of RE:0 GC should run fine with no remarkable sound issues, just don't enable the "disc transfer rate" tweak, it seems to be causing some problems on that game (I don't know why, but it happens in my case)
My Specs
AMD phenom II x4 3.1 GHz (slightly overclocked) 3.3 GHz
ASUS M4N68T -M LE V2 Motherboard
NVidia geforce 450 gts 1024 MB
4GB RAM DDR3
Windows 7 Ultimate x64 Cool

i also seem to be noticing some very slow FPS rate in RE: Zero for GameCube. I am getting 15-17 FPS with a running speed of only 58% when in the actual came. during any other screen, intros, selecting difficulty, pause menus, including the "movie", cut screens, (whatever you wanna call them, the ones that are during gameplay) are all running 100% perfect. my specs are as follows

Mac Pro Quad Core Intel Xeon 2.66 GHz
RAM: 8GB 1066 MHz DDR3
NVIDIA GeForce GT 120 (512 MB)

Also this is on the last about 10 revisions, the latest ive tried it on is r6694

I run other what seem to be heavier games fine, so it seems strange to me that this one is so slow that its not even enjoyable to play.

do you think i would have better luck with the Wii version? or is it just my specs and i wont get any better results with either version of the game? i have tried almost every configuration of settings to get a speed up but no luck really. also, the "ISO properties" when you right click it in the main menu in Dolphin does not seem to be overriding, or adding any hacks when I change those settings. because i read on one of the "perfect in Dolphin" charts to use the ZTP bloom hack.....but even if I make it so Enable Dual Core is deselected it is not overriding the global setting. I can tell this because I am getting the following errors when I boot the game...

GFX FIFO Unknown Opcode (0x1f).
This means one of the following:
*The emulated GPU got desynced, disabling dual core can help
*Command stream corrupted by some spurious memory bug
*This really is an unknown opcode (unlikely)
*Some other sort of bug

Dolphin will now likely crash or hang. Enjoy

AND I get this one right after...

Illegal command 1f
CPBase: 0x00473de0
CPEnd: 0x004b3dc0
CPHiWaetrmark:0x0003ffe0
CPLoWatermark: 0x0003ffc0
CPReadWriteDistance: 0x00000340
CPWritePointer: 0x004742a0
CPReadPointer: 0x00000000
bFF_GPReadEnable: true
bFF_BPEnable: false
bFF_BPInt: false
bFF_Breakpoint: false

and the obvious way i can tell the ISO properties are NOT overriding the global settings is because i get those errors. but when i deselect Enable Dual Core in the global config menu those errors will not pop up when i start the game. HOWEVER, if I have Enable Dual Core selected in the global, and deselected in the ISO properties is should also not give me those errors....but it still does. meaning Enable Dual Core is still selected and not being overridden when it should not be....

i posted more about that issue in another thread too....

http://forums.dolphin-emu.org/showthread.php?tid=14001

any ideas how to fix my issues??

why not try 6511 with audio throttle on directx9 and efb to texture ,in the last 30 or versions of dolphin even resident evil zero archives is very slow on my specs revision 6511 works with all resident evil games not so well with wii ones but gamecube is a ok,oh yeah and no fifo overflow with 6511 if "enable dual core" is enabled maybe there are better revisions i don`t and have no such time to check them all i play wii games with new revisions though mario galaxy is slowing down ...
i sorry i was not paying attention you are using mac os ?you should check your cpu with cpu-z see if your hardware and your operating system if you run win7 or windows try my settings but my phenom runs at 3200 mhz so at this frequency i achieve from 26-30 fps IN GAME in cut scenes 60 fps...
