So I downloaded the latest Dolphin release (4771) and tried newer builds from specific builders, i.e. 4780 by unknownforce: http://unknownforce.selfip.com/
Read through multiple FAQs and the getting started by Omegadox: http://forums.dolphin-emu.org/thread-4.html
I re-performed each step just to be sure I had everything. I also read multiple threads on speeding up emulation, and tried multiple settings i.e. AA off, AF off, lower resolution, etc.
Lastly I read this thread for advice.

I want to know if anyone is actually running the Nintendo Gamecube or Wii of Resident Evil 1 (remake / rebirth / reborn / Archives) with reasonable success. If so, what hardware are you doing it on/etc.?
I have an Intel Core 2 Duo E6600 , dual core, 2.4Ghz, 1066MHz FSB, 4MB L2 cache, supports SSE2 and virtualization. I have 2GB of Corsair DDR2-800, CL4, and an eVGA nVidia 8800GTS superclocked, 640MB, pci-e 16x video card. Also a Creativelabs SoundBlaster Audigy 2 Platinum PCI soundcard. I have almost everything in win7 turned off by default to keep the OS zippy.
I'm running all this on Windows 7 Professional 64-bit.

With the above, I can boot the game, run the menu and opening cinematic just fine. But after the door opens in the beginning, I encounter 2-3 big problems:
1) Reasonable slow down, i.e. 15FPS or sometimes 7-9 FPS, though averaging closer to say 17FPS. Not good compared to the 30FPS that should be occurring
2) Sometimes the character models are missing (I can see the rendered backgrounds and shadows, but no characters). This seems to be related to loading a save-state (unconfirmed).
3) Sometimes when I enter a new camera angle, the screen goes black. But I can still move and hear things.

Otherwise, the game runs fine. Decent audio, decent visuals, my gamepad works fine.
