I have tried everything to get this game to play. It will load up the warning screen then after that the screen goes black and the fps drops to zero. I used the settings posted on the resident evil thread.

I have used Dolphin SVN R 5163 and 5394. I have used the 32bit and 64bit versions too.

I either get a black screen after the first screen or I get some weird back patch error.

My specs are:

AMD Phenom II X3 2.8ghz 720 BE Heka
ATI Radeon 4890 1gb
4gb ram

I have the latest drivers, latest .net framework and direct X

Try Updating to a new revioson and see if it works because in the Official Resident evil Thread people have newer revisions saying it works with no problems.

I'm using Dolphin 2.0, it's the last stable release??? because this game works fine in older svn revisions. Maybe my gcm is corrupt or something.
