Here's some of my improved bg from RE3. I added glow/bloom to the lights, some lighting effects and of course changed the texts. But some of them I can't even understand what's written there.

That looks nice indeed ! As to what's written, in game you may have a description when you check them. That needs a lot of tracking though. It this case, it's real "engrish" with many syntax errors : personal = personnel, and the subtext reads something like "Violators will be severerly punished under martial law" but it should be more something like "Violators will be prosecuted to the full extent of the law".

Oh! I didn't even know about that so I put any thing there XD. Also I'm not a native english speaker, so I don't know this much. I would be happy to get some help with that tho. :D

Fantastic work and another helping hand is great news! I get a buzz every time I see things like this. There is a true artistry to pre-rendered backgrounds that will forever make them timeless (to me atleast) but seeing this; this is next level stuff, it looks so crisp, smooth and detailed, that it reminds me of remakes' backgrounds. I'll be cheering you guys on from the sidelines
