Here my hi-res texture mods for RE2 and RE3.

RE2

In my work I use this textures packs:

[1] Resident Evil 2 & Resident Evil 3 HD UI and upscaled textures by Kayael

[2] Resident Evil 2 waifu2x upscaled backgrounds by saeedalshaikhpygas

Download Kayael's RE2 HD pack. You need all folders except these: Backgrounds left part, Backgrounds right part, RE2 masks reworked. Then download and install my pack.

1 - original game
2 - base textures packs
3 - my textures pack compressed
4 - my textures pack uncompressed

Download RE2 [GC] Hi-Res Project

I upscaled bg images from [1] to 600% with Topaz A.I. Gigapixel, then save it for web in 1080p. Here [2] I took dds bg mask and add absent png files from [1]. I also added some missing backgrounds.

RE3

Download Kayael's RE3 HD pack here. You need only these folders: Ending, File, Inventory, Menu_fonts, Prologue_epilogues. Then download and unzip my files from Upscaled Textures folder.

Download RE3 [GC] Hi-Res Project

*A dump of some backgrounds from PC and PS1 provided by Kayael was used. Their quality is better than in the GC version.

Enjoy!)

12.02.19 - RE3 backgrounds updates.
14.02.19 - RE3 backgrounds updates.
17.02.19 - RE3 added 3d objects, characters, fx and update for masks textures.

Neither of these texture packs that you used as basis for this have licensing documents, therefore you need explicit permission from each creator to reuse their* textures in a new pack. Did you get permission from Kayael and saeedalshaikhpygas?

*: (Show Spoiler)
There is a definite question whether those source packs are legit anyway since many of them use sources from the game or other games and just waifu2x them. It's messy, and relies on what counts on "transformative" or not. Your use of them is not complicated though, since this pack is absolutely not transformative.

Yes, I did. I get permission from Kayael. saeedalshaikhpygas has not answered yet. But if it is critical, then I can recreate its part of the textures from original dump source, which Kayael gave me. Thank him for that)

Really good job dude I think they look great. Does the pack itself, include textures for RE2, in it's entirety?

I focused only on backgrounds textures with masks for now. RE2 backgrounds I retextured completely, if I didn't miss the secret rooms. If this happens, you can send me save or tex dump, and I'll add them later in the pack. RE3 bg pack in progress...
I use dolphin-5.0-550-x64. In other versions there is a bug with sound.
Later, I may collect everything in one pack. Now small fixes are possible.

For now there is two main problems:
1) How to fix incorrect texture masks dump in RE3;
2) How to assemble texture masks from pieces for edit and then disassemble it in proper way.
If someone owns this information, I will be glad to know)

1) My guess is it will never be possible, this is how the game renders to the framebuffer (I don't know the specifics but I don't think it's a problem from Dolphin).

2) I guess the guys at Qhimm modding the Final Fantasy games could help with their knowledge since those games work the same way (backgrounds stored as tiles).

Is there a way to fix the stutter on camera transitions?

Try to use compressed version and dolphin-5.0-550-x64.
Changing Audio settings may help.
Perhaps even more textures compression (+ with transfer to lower resolution) or converting to dds format can help.
