I have been trying to play Resident Evil 0 and Silent Hill Shattered Memories on the lasted Dolphin Version avaible (3.0-716 dirty x64) and so far both games are quite slow, I'm not getting more than 16 fps in both games.
Try several configurations, disabling AA, using the lowest native resolution, disabling anisotropic filtering and FPS remaing the same.
I must be doing something wrong but haven't found what it is.

My PC Specs:
AMD FX 4100 3.6 Ghz (Clocked to 4Ghz)
Asus ATI 6850
8 Gbs 1666Mhz Corsair
Windows 7 x64

Is lock threads to cores checked?
Have you checked your cpu temperatures?

I don't know how demanding silent hill is but resident evil 0 shouldn't be that demanding if the wiki is anything to go off of.

CPU temp seems to be fine http://tinypic.com/r/10eipmv/6 CPU is never a problem with games. I just runned Fallout 3 maxed out and CPU never go up 60°.

Just try what you said and still no more than 23 fps on both games.

maybe now your prob solved.. if not try another dolphin revision like 2.0
