report this to devs

sometimes the emu give me a message with an error message.
The message say to report it to devs.

Sorry for the stupid question but, i need to do it? if yes, how?
i thinked about the section issues at google.code dolphin page, is it right?

I get those messages from time to time in many different games. I think the devs knows, it could be another issue there about the common cause of those messages, therefore your issue is deleted.
