Refresh controller on startup, or as a cmd argument?

So I have a batch file with runs SSBB like this:

start "C:\Program Files\Dolphin\Dolphin.exe" "--exec=C:\Users\Christofer\Downloads\Dolphin Games\Super Smash Bros. Brawl_[RSBE01].wbfs"
What would I put between "Dolphin Path" and "--exec" to refresh the second controller? Or a setting and or plugin to do what on startup would be great.

Explanation why: So I have a SFC30 controller, setup as a keyboard, and a SN30 controller, which can only be setup as XInput. Since the SFC30 is setup as a wireless keyboard it connects without a problem. But then SN30 requires me to go to it's controller tab and hit refresh on controller options on startup of dolphin.
