My dolphin settings are running fine and stable for all the games I have (all ~60FPS) DirectX11 makes the video look like its running off an HD system!

With DirectX11. When playing RedSteel2, the opening logo is rendered incorrectly. You can make out the subtle images when its running that it is the ubisoft logo. No problem with sound. No stuttering. After the cut scenes are over, the video goes back to normal.

With OpenGL, there are no problems, but the video looks terrible: back to 480p.
It looks like a PAL system playing on an NTSC system, mismatch in video frequency when playing those videos. If that's the case how do I fix this?
I think this is a problem with playing PRE-RENDERED cut-scenes, since the same problem arises when I play the beginning cut-scenes in Conduit.
