I'm sorry but what you're describing makes no sense to me if the drivers are working correctly.
-try different browsers
-try html5 instead of flash
-try updating flash
-try update drivers
-try turning hardware acceleration on/off (right click the video and go to settings)
-check the cpu for throttling
-check the gpu for throttling
-check that the memory is running in dual channel mode and at the correct speed
-try overclocking
-if all else fails reformat OS
It's the IGP reserving video ram. The OS stops seeing it as addressable ram.
