So after some testing (with one rear speaker pressed against my ear) I've determined that Dolphin does output 5.1 by default. The only problem is that the sound is so quiet you can't tell. I need to know if there's anything I can do within dolphin that will increase the rear speaker volume output. I'm emulating the Metroid Prime Trilogy which is a game that supports true surround.

Okay, so after lots of my own troubleshooting.... I managed to raise the volume of my rear speakers. The problem was a bit more complicated than that though. Dolphin does output audio to rear speakers by default, but it's not the rear channels. It's the front channels being quietly played through the rear speakers. There are several things you'll need to do to correct this. First you'll need to go to Options\Configuration\Audio and enable "Dolby Pro Logic II Decoder." The reason is because the Wii and GameCube did output true 5.1 surround, but had to encode it to travel over composite AV cables. (Composite AV cables do not natively support more than 2 channel stereo). So you have to decode the signal back to it's 6 channel state. (5.1) This would normally be done automatically by the receiver you'd connect the Wii to. This splits away the rear channels, but there's still the quietness problem. Switch from XAudio2 to Cubed. Easy fix. Now that still isn't enough achieve true 5.1 surround. I need to preface this next step as being exclusive to emulation of the Wii. I have not tried to emulate GC surround as of yet. My guess is that no extra step would be needed for the GC as the GC does not have an option for toggling between mono, stereo, and surround. I assume that's handled automatically. I digress. The emulated Wii will still be outputting only 2 channel stereo. To change that, you'll need to emulate the Wii menu. You'll need to acquire the Wii menu WAD file and then go to Tools\Install WAD... and select the file. Once you've done that Tools\Load Wii System Menu 4.3U will launch the Wii menu. BEFORE you go to the sound settings, you'll need to perform a system update. (You'll already have the most recent software version, but it still needs you to do this. I'm not sure why. Admittedly, I don't actually know what's going on here. My testing revealed that an internet connection is required for this step, but I thought the support servers for the Wii were shut down. Also, dolphin isn't actually a Wii. So my guess would be that Dolphin fools the Nintendo servers into thinking it's a Wii and then a handshake occurs between Dolphin and the Nintendo servers allowing the software that's already present in your emulation to be properly configured.) [Whatever the case is] You'll now see the default Wii menu channels present on the home menu. Mii channel, weather, etc. Now you can go to your Wii menu sound settings and switch from stereo to surround. You will now be able to hear true 5.1 surround dependent upon game support. (Honestly, with how long Dolphin's been around, I figured this would be commonly known and easily searchable. Emulating true 5.1 for you games being a priority seems like a no-brainer. If I wasn't able to achieve 5.1, I was honestly going to toss Dolphin and just connect my Wii to my PC like I have in the past. Sure the resolution, AA, keyboard controls and texture filtering buffs are nice... but I couldn't call it a superior experience without Surround. If you have a fresh Dolphin install, you only need to do the system update to get a fully functioning Wii menu. There's no need to install the WAD manually, and as you've found, installing it manually isn't enough to get everything working.
