The PAL version runs at 25 FPS only, whereas NTSC version runs at 30 FPS. However, you can use Gecko codes to run the PAL version at 60FPS. Refer these two links:-

If you mean FPS drop or lag, then you can use “Async ubershaders”, with “Compile shaders before starting” enabled.
This is a known issue, for which there is no fix present right now.

However, you can still try changing your graphics backend as this problem is mostly common on NVIDIA cards.
Is this present even in the latest development version? I am asking this because the wiki page of this game says that there are no reported problems with this game.
If it is still present, then maybe try a different graphics backend like Vulkan/OpenGL/Direct3D. Or maybe something is wrong in your graphics drivers, try updating/reinstalling them.
neither with compilation nor lowering the accuracy of the emulator helped, you had fixed this problem of RE2 and 3, currently only Ishiruka and Dolphin changed that do not present this problem, but both are very outdated
