Make sure that you are using the latest beta/development version of Dolphin from here: https://dolphin-emu.org/download/

The PAL version runs at 25 FPS only, whereas NTSC version runs at 30 FPS. However,  you can use Gecko codes to run the PAL version at 60FPS. Refer these two links:-
1. https://wiki.dolphin-emu.org/index.php?title=Resident_Evil_2#60Hz_PAL
2. https://wiki.dolphin-emu.org/index.php?title=Resident_Evil_3:_Nemesis#60Hz_PAL

If you mean FPS drop or lag, then you can use “Async ubershaders”, with “Compile shaders before starting” enabled.

This is a known issue, for which there is no fix present right now.
Refer: https://dolp.in/i7193

However, you can still try changing your graphics backend as this problem is mostly common on NVIDIA cards.

Is this present even in the latest development version? I am asking this because the wiki page of this game says that there are no reported problems with this game.
If it is still present, then maybe try a different graphics backend like Vulkan/OpenGL/Direct3D. Or maybe something is wrong in your graphics drivers, try updating/reinstalling them.

yes, there is this problem, I'm not an Nvidia user but AMD, as for RE2 and 3, it's at the speed of this video, I've tried everything  https://www.youtube.com/watch?v=vry-zbE_rOE

neither with compilation nor lowering the accuracy of the emulator helped, you had fixed this problem of RE2 and 3, currently only Ishiruka and Dolphin changed that do not present this problem, but both are very outdated

I asked a friend who uses Intel to test and apparently the slowness problem is with those who use AMD, and I'm an AMD user
