Rar Extract failure

when i try to extract it,it says cannot open 7zxa.dll. just in case anyone is wondering in the past i could run the emulator. i dont use it for years and now i have windows 8.1 and i can't manage to extract the lastest version.if anything else is needed to help me let me know and i do it like a picture or anything.

What are your steps to extract? Sounds like something is being done wrong.

i open the rar after that i get the file out of the rar and that error pops up.maybe it didn't download well?
