If it's a good with no potential for supply issues, like a game you'll download, there's no utility delivered to the customer by pre-ordering. They get the same good at the same time by ordering once it's actually available, and then there's more opportunity for them to have accessed reviews etc.. However, they're also giving up things they want by preordering. The first is their money - if they have an emergency or something that means the money's more valuable to them than the game, they've lost the chance to change their mind, or at least added extra hassle. There's also the psychological effect that people are more likely to keep their preordered game if they learn it's actually going to be bad than they would have been to buy it had they not preordered.
If you do something intentionally that's going to do you no good but some bad, you've clearly not thought it through.
