Are we talking about emulators or about PC games? If it's the latter, I would personally try to lower the rendering resolution without dropping the screen resolution. Plenty of games have a resolution scale setting nowadays (either in-game or through config files/command line arguments), and by doing that way, you can lower the rendering resolution while still having crisp text, menus and HUD (because you didn't drop the screen resolution).
But other than that, using a resolution scaling trick vs dropping the screen resolution to the desired rendering resolution should result in the same performance...
