My dad bought a DVD player for £12 several years ago just to hook up to the HiFi as a CD player, so I perhaps think we're not using money perfectly if ED2 buys his mother a PS4 as a DVD player.

You can get an old internal DVD player for like £7 and an IDE to USB adapter for around £2, or alternatively an external player for £10, and add a Raspberry Pi Zero for £4. Assuming the Zero is powerful enough for playing a video dvd, that means you can get a fully standalone setup for £13-14.
I don't know why you would do that, but you can.
