NV, your pings are actually time-displaced. They're going back in time to before you disconnected the server, then returning to normal time with the response. Happens a lot from what I understand.

Ok I'm retarded it's using a dynamic public ip and it's behind a nat. Thus the router was responding to the pings instead of the server. The server was configured with ddns instead of a static public address apparently.
Edit: So apparently some ISPs have started dealing with the IPv4 shortages by just sticking their consumer grade connections behind a carrier NAT. Which is a truly horrifying idea.

I remember reading about this when I was still in college; some people were actually trumping up NAT as the savior for people too lazy to migrate to IPv6. So far it's only been deployed by a few ISPs in a few fairly small areas. So yes I believe "have started" is appropriate to use. You would have trouble finding anyone who is on it.
