I'm not an expert, but from what I looked up, it depends on how closely they are interconnected. In the case of VR and Dolphin, considering how much data is flowing in both directions, and that a custom fork of Dolphin would probably have to be made to support this, and likely some changes to QVR as well... it very well could be a violation. So um, it depends, really. But again, I'm not a lawyer!
