After a long time fiddling with Dolphin, I finally figured out how to make a save file for my games. I have a new problem though.

I'm trying to play Tales of Symphonia, but my copy of the game is running at 15% speed most of the time. I believe this is because my CPU usage hits 100% while the game is running.

I've got 2 gigs of RAM on a rather old laptop. I'm also running Windows XP SP3.

If it also helps, I also have a RAM problem in every other game I play. (Which includes multiple Steam games, WoW, and LoL.)

dolphin needs above 2.5ghz i-series for gamecube games... wii games are needing above 3ghz...

so... no way for you...
i think you got an 1.8ghz singlecore cpu

I'm actually running a dual core 2.0 GHz processor from Intel. I found two of the exact same instance in my processor tab, so I'm almost positive that means that I have a dual processor.

I do have less GHz than recommended though, unless the GHz is added between the two processors.

Wouldn't increasing my RAM help the problem though?

Try to use msconfig and taskmgr to remove as much running program as possible to augment the capabilities.
You might not experience lagg on very good/very heavy video animations. (play around graphic/video settings)
