Adding more RAM to your system or letting the OS potentially use more RAM won't speed up Dolphin in your case. Unless you have a very insufficient amount of RAM to begin with (less than 1GB), adding more RAM doesn't do a whole lot for Dolphin. The issue you have is your CPU. An Intel Core i3-3217U @ 1.80GHz is a very weak CPU for Dolphin; many games won't run well except for ones that are incredibly light on hardware resources. What's more, you're using an Ultra-Low Voltage CPU (note the U suffixed to the model number), which compromise performance for less power consumption and less heat. Combine all that with an Intel HD 4000 as your GPU (Intel HD Graphics are generally very weak GPUs), you'll bottleneck your system if your Internal Resolution is set too high (and for some games, even 1x IR/Native Resolution is too high). So in short, you have a hardware problem, but it's your CPU (and GPU in some cases) rather than your RAM.
