The issue with throttling has since been fixed by newer drivers but the hd 7xxx cards still don't perform as well as comparable nvidia cards with the d3d11 backend. But I doubt the situation is as bad as the OPs experience these days. I'm also willing to bet that the "issue" is only present with the vliw5 based cards (7700 series and below) since dolphins d3d11 shaders are likely not ideal for that microarchitecture. Both other backends perform competitively on the HD 7000 series cards. Oh and I would appreciate it if you removed that .gif from your signature. If you were going to upgrade to an Nvidia series GPU, which recent model would you recommend then, The most I can spend is $400 give or take. Bc there are so many series out there to choose from, but at the same time many are not too far away from my current GPU of 850mhz, so I'm not sure if it is worth to spend the cash on a new card. Kind of on the fence kind of thing.

Clock rate has extremely little to do with a GPUs performance. Any decent graphics card is going to be dozens of times faster than your Intel HD 3000 despite having a similar clock rate.
Anything above a GTX 650 TI is overkill for dolphin so take your pick. I have a GTX 660 personally and it suits my needs just fine. It costs around $200-230. For around $300 you can get a GTX 660 TI and $370-420 will buy you a GTX 670. Just started using Dolphin and have been having problems with my 7750 just not running to what I would consider "par". I have all the latest drivers for it, and I even tried the experimental drivers with no luck. It seems as though even on the lowest IR I can't run any of my Game cube games at a constant 60 FPS. I haven't even tried Wii yet since my DVD drive doesn't read the disks. I can get about 40-60 in Super Smash Bros Melee but with 4 players it drops to 20ish. I'm running nothing in the background, disabled aero, and windows was just installed on the PC. Has anyone figured out if there's something you can do to fix this issue or is this just a ditch the card and buy new situation? I just got the card in march and I've noticed problems running other games as well. Random AMD Driver crashes seem to happen so I've been.. pretty frustrated trying to fix it. The only thing that helped was underclocking the GPU. lol.
