Well if HBM is the issue, maybe some Dolphin Developers could fix the issue.  I myself am going to get the Fury (non X).

Hmm, according to this:

The memory clock is slower, but it is wider. Not sure what that means. I think it means that parallel memory transfer is 60% faster, but serial transfer might be at 1/5 of the speed, compared to the 290X.

It should be easy to check this. Just underclock your GPU RAM by 50%, and if it gets really super bad then, then it's about the GPU RAM speed.
