I've been hearing a lot of good things about Vulkan and wanted to give it a try but I noticed it wasn't an option from the dropdown menu for me. I went to Nvidia's website to install the drivers but nothing changed in Dolphin after I did. Is there something else I need to do to enable Vulkan in Dolphin? Also, am I likely to notice a performance improvement over DX12? Thanks!

1. Install the latest drivers for your GPU from here (2017-12-01): https://us.download.nvidia.com/Windows/388.43/388.43-desktop-win10-64bit-international-whql.exe
2. Install the latest Vulkan SDK from here (2017-12-01): https://vulkan.lunarg.com/sdk/home#sdk/downloadConfirm/1.0.65.0/windows/VulkanSDK-1.0.65.0-Installer.exe
3. Install the latest Dolphin dev-build from here (2017-12-01): https://dl.dolphin-emu.org/builds/dolphin-master-5.0-5970-x64.7z

Restart your computer and see if it is there.
But for the nicest performance if you aren't running extreme high IR you should select Hybrid Ubershaders and D3D11.
Check my profile for up to date specs.

Just a slight correction here - you shouldn't need the SDK installed, unless you want to enable the validation layers. The NVIDIA driver installs the loader/runtime, which is all you need, plus a dev build which has the feature, of course.

That's the theory, but some people have had it missing from Dolphin despite having the 'right' things installed, but installing the SDK made it work.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

I actually didn't need the SDK all I needed was a recent dev version. Thanks but any idea why it's not in the stable version yet? Is it still buggy?

No, it's just because we release stable versions so rarely.
