Questions about NTSC and PAL

Does NTSC games run better on Dolphin than PAL games in general ?

I know that PAL has slightly higher native resolution. But does PAL games look better than NTSC if I run both at same internal resolution (1280x960) ?

I assume with the same resolution in Dolphin, it doesn't matter what their native resolution is. Most PAL games have the option to run in either 50 or 60 FPS (25/30) While NTSC can only run in 60 FPS or 30 FPS (depending on game). So actually NTSC would require more, though this difference is reduced with frame skipping anyway.
