Question: How to get mouse bound to C-stick without it snapping back

I just started playing Timesplitters 2 on Dolphin (r6000), and it works very well for the most part. However, one issue that is persistently annoying is that the mouse, when bound to the c-stick as I have it, snaps back to the center position when it is not moving. I want to know if there's a way to modify it so I could hold a button so when I want to manually aim, the crosshair does not snap right back to the middle when I stop moving the mouse. Does that make sense? Is this possible at all?
