Of course.....why would that be strange?
I can count the number of PC games that can use 2GB of memory at 1080p with MSAA on one hand. Dolphin emulates GC/Wii games which have much smaller texture and mesh assets than a modern PC game.

It will if you do 4x IR and 8xMSAA at the same time. Those are some crazy settings. If he just knocked that down to 3x IR with 4xMSAA he would be fine and wouldn't notice any difference in image quality.
