Yes, you are correct. But, Wiiscrubber doesn't replace textures, it replaces files in the ISO. Usually textures are stored in other files.
Like for SSBB textures are in .pac/.pcs files.
But for GoldenEye Wii, I don't know which files hold textures. So, since Dolphin can temporarily write textures to the ISO, it should be possible to permanently write them. Should it not?
