A 100$ tablet that runs Windows x86_64?

I am really surprised. But that thing won't run Dolphin in a hundred years. It's based on the Atom architecture.

Don't get me wrong, the Atom architecture has significantly improved since Bay Trail. It's no longer something that was an inferior product relegated only to netbooks and so-so HTPCs. But, even the best Bay Trail CPUs aren't going to play Dolphin very well.

However higher clocked desktop ones run PCSX2 well so that's good.
