query about making HD textures

So I have dabbled a little with HD texture packs and I was trying to see if I could make a texture pack for The Lord of the rings: the Third age.

I am having trouble with upscaling the text and menu items. So i have a save state at one of the first battles and i dump the textures and upscale them.
Once I reload my save state with the HD textures loaded the menu items look as you would expect, but as soon as I move the cursor the texture reverts to the standard non-HD version.

I did a test and re-enabled texture dumping while i also have custom textures loaded and when i navigate the menu, there is a brand new but identical texture dumped albeit with a different file name
so its almost like the textures are constantly being refreshed in memory and creating tons of new textures every-time I navigate the menus.

I expect this is something unique to this game and its just not going to work, but figured I should check if there is any way around this before throwing in the towel

If the filename of the dumped textures has two hex strings rather than just one, and the first of the two is the same for each dump, then replace the second hex string with $ in the filename of your custom texture and it will match all the textures. If that isn't the case, there isn't really anything you can do than trying to get all the variants (if that even is possible).

Yeah that was first thing I checked but the filenames are all completely unique
seems like I am out of luck then.
