I've seen a few other posts about this but I just wanna make sure. If I buy a Quar-core processor 3.5GHz (or higher), Dolphin will only use TWO of them at 3.5GHz, right?

Yes, but don't buy anything with less than 3 cores, in native gaming you will fell the difference, specially in games that uses physics intensely, also PhysX (high settings) can be handled entirely by the processors, so you can use all the video power for the graphics.
Also buy a nice heatsink. frostytech.com is a site that specializes in reviews/testing of cooling related equipment for computers, so you can look what of them do you like.
