some1 can tell me in which level i snagged growlithe from chipher
in chipher key lair
and when i snagged him....i now in phenac town

You can snag the growlithe from cipher "Peon Humah" (npc that you battle) in the 1st level [floor] of the lair.

Lapras is in citadark isle, where you get by riding kyogre from gateon port. He can be snagged from a npc called Eldes.
