Ideas anyone? A day has passed so I'm posting again.
I know that older versions of dolphin apparently had the "click for wiimote" option hardwired and now you have to set it up yourself. I've tried setting it up like posted above, but even when I turn on the other wiimote in game it doesn't do anything. And If I try to config the first one with that and the classic controller at the same time, than neither work.
