For Project M Netplay, everyone uses Dolphin 4.0-648. However, I run ubuntu 13.10, and I cannot find an ubuntu compatible version of that build. Am I completely SOL, or is there still some way to make it work?

I'm trying to get the build 4.0-648, but I got 4.0-720. Is there a way to make it so the build is 648?

See if you can get GIT for Linux, and try the directions in the Windows build section to pull a certain revision: http://code.google.com/p/dolphin-emu/wiki/Windows_Build

...Eh, seems that they're actually using the dc-netplay branch (which you should've noticed more easily than the specific version number (FUCKING GODDAMMIT I JUST SIFTED THROUGH TWO YEARS OF BUILDS BECAUSE OF YOU)). Try git checkout dc-netplay.
Also, the wiki pages are outdated – the GCode repo's closed and all development is now on Github, so the 4.0-720 you get from the instructions is outdated. I'd tell you how to fix it, but none of the branches from GCode were migrated, so you wouldn't be able to checkout that dc-netplay branch. v_v;
