Progressive Scan not working?

Ok so I've recently discovered what Progressive Scan. Needless to say despite being a Gamecube owner for years I feel stupid xD.

Anyways I've tried using Progressive scan on dolphin but I don't notice a frame increase. I keep my FPS shown in the corner and it just stays securely on 30 fps despite me holding B and turning progressive scan on.

Am I doing something wrong in the emulator?

Progressive scan doesn't change the frame rate the game natively runs in.

I'm still not entirely sure what it does since dolphin seems to render progressively either way.
