For clarification: Dolphins progressive scan option changes the reported behavior of the hardware. That is it "tells" the game whether the "GC" is running in progressive or interlaced mode. Some games change their behavior based on this but dolphin renders progressively either way.
That's impossible. Even with the bare minimum quality settings dolphin will always produce better image quality than even component output on the real hardware. Since dolphin produces a sharper image the background blurring effect that the game uses (DoF) may become more noticeable.
Turning up the IR will eliminate the background blurring. Progressive scan has absolutely no effect on "blurring" of any kind on dolphin or on the real hardware.
