your config is pretty much optimal,I'd advice you to toggle "fog"off,to toggle off the sound throttle and to try a faster rev.
this http://www.dolphin-emu.com/downloads.php runs mh3 faster on my old pc.
if you still can't get decent performances,you should probably consider a new gpu -your card is quite old,and not very good for modern gaming.
to play a stable 30fps you either need a very very very fast 256mb card with a good cpu,or a good gpu with 512mb .
