Since City Folk is one of the few Wii games that cannot be transferred to an SD card through the Wii system settings menu, I resorted to using SaveGame Manager GX. I copied the files to an SD card and ended up with the following:

Upon trying to import any of the files from the option listed under the Tools tab, I am always greeted with the following message:

Is there something I am missing here?

The files you have are not in the "exported" format. If you want to import them, go to the game's save data folder (you can get there using one of the options available when right-clicking on the game in Dolphin's game list) and paste them there.

No dice; perhaps I misunderstood what you meant. I completed the following tasks after reading your reply:

I cut and paste all four files into the directory folder containing the game's iso, then started the game. Game booted but the save did not load.
I put the files back into the folder and placed the folder in the directory folder containing the game's iso, then started the game. Game booted but the save did not load.
I did the previous two but instead of running the game, I tried to import the saves through the option listed under the tools tab. "Failed to import save files."

I have a custom directory folder for the games. Is there a directory path I must create and follow?

That is the wrong folder. Right-click on the game in Dolphin's game list and select "Open Wii Save Folder", and the right folder will be opened.
