Problem with Joypad plugins

Hi everybody
i will explane what happend
my dolphin was working good before formating my hard disk my OS was windows vista 32bit it was working good but i had a problem in my system so i formated it and install the windows again with all drives
after that i tryid to play with dolphin " the same dolphin with same setting " it can't detect any control plugins - joypad or wiimote
but they are available in plugins folder ..

could any one help me ?
