Problem with FPS and Speed

Trying to play Paper Mario 2 which i heard is one of the games which has lesser requirements. I get 20-25fps with 30-40 speed and it also sometimes goes even lower (to about 15-18 and -30). Specs are -

Intel® Pentium® D CPU 2.80GHz (2cores)
Windows XP 32bit
4GB DDR3 ram
ATI Radeon HD 4600 Series

Just wondering what is causing the problem and needs fixing, Paper Mario is very nearly impossible to play as it is atm. Any help would be appreciated.

you cpu sucks you want more speed your gona have to overclock it even more

Havn't overclocked it and have no idea how to Sad. Will it make that much of a difference or is it just better to upgrade it. I know i'd have to upgrade the motherboard and most likely the ram aswell.

It would just be best to get a new computer. You're not gonna get anywhere with that.

No other way :/? I mainly play WoW and that runs fine, i don't think it's worth spending hundreds of dollars for a new comp. If that's all i can do i will probably just have to replay the games on my Wii (much prefer comp). sadface.

That's all you can do. Games like WoW don't need CPU power but Dolphin does. Sorry
