Your CPU is probably too slow for this game, most likely. To find out, make sure your Internal Resolution is set to 1x IR and AA to None. If you still get slowdowns, your CPU is the bottleneck here.

Try using the stable 3.5 build which is less demanding for your lower specs, some light games should work, maybe someone could recommend some
Also, any reason why you are on x86 windows? x64 gives a noticeable speed boost.

Some people have no money to upgrade, so if they buy (or someone else buys them) a computer with an x86 version of Windows, they're short on luck. Fwiw, it wouldn't be a problem if MS just offered only 64-bit versions of their OS, but enterprises would probably raise a great stink about compatibility or something to that effect (even if it weren't an issue, people love complaining).

On a less cynical note, CharizardMan, do you have any games in mind? You could probably get away with TimeSplitters 2, Animal Crossing (GC), New Super Mario Bros. Wii, and a lot of WiiWare titles. If you had any specific titles you were interested in, we could tell you yes or no for sure.

And how are you going to get the installation media? Most OEMs don't provide them. Microsoft bundles both 32-bit and 64-bit Windows 7 (for download and retail) but they make you pay even if you already have a license key. It would have been possible if the Windows 7 trial versions were still being offered.

EDIT: Apparently you can do it through Digital River. They have direct downloads of Windows 7 discs, but they need valid keys once installed. I did not know that. What do I know anyway; I'm just a Linux user. All of my stuff is free to begin with :p
