Problem in FPS - Dolphin 4.0-9237 x64

I have the following problem: I'm using version 4.0-9237 x64 and when I do a download , either http or torrent , FPS games fall some , such as the Donkey Kong Country Returns , Wario Land Shake, Punch-Out and others. Now when I'm playing with no download in progress , the FPS are 60 .

When I download the game and at the same time : 40-45 FPS in some games
When play without downloading : SPF 60 and sometimes dropping to 55 .

What can this be?

I'm using utorrent , but this also happens when I download via http even , like, I click on a link and do the download. Anyway, whenever I download , regardless of means, torrent or http , the FPS some games fall in espcial Donkey Kong Country Returns , Wario Land Shake and Punch-Out . When used earlier, from what I remember, it did not happen . This runs being played via DX12 or DX11 . I'm playing in a notebook , which without downloading , get 60 FPS and sometimes drops to 55 without download, but I just download the FPS drop to 40-45 . Have tested the notebook with the outlet and unplugged , the battery itself and the same thing happens : no download , 60 FPS , either by taking or not . To download , especially http drops to 40-45 FPS, is the outlet or by battery.

The obvious answer is that you have a dualcore CPU, so something else using one of the threads slows down Dolphin.

Would disk writing be an issue when Dolphin is trying to read?
