Normally, Dolphin will only use two major threads for processing, hence it's often called a dual-core application. Your i3-2100 has hyperthreading, but Dolphin won't create another major thread unless you use LLE audio and LLE on Thread. In other words, Dolphin isn't designed to use 100% of systems like yours (you probably wouldn't gain much speed anyway using more threads). 60% CPU utilization is about right for your system.
