You need to play game before putting save for appearing of folder "title".

If folders don't exists, create them yourselves. Dolphin should create all the correct folders itself when you save with the games so try that first.

EDIT: Double postTongue
Specs: intel i5 3570k @ 3.4GHz;

I am kind of a newb at this. When I go into 524d4345 for Mario Kart Wii, there is a folder called data and inside of that there is a folder called nocopy. So where do I put the Dat file? Or do I put the entire Mario Kart wii folder in there with text file? Thanks

You should put it in "data" folder, "nocopy" should be left empty

OK I got it. I had to put it in 00010004 and not 00010000. But now it works thanks.

You really sure that is what fixed it?? I don't have NTSC but for PAL at least everything goes into the 00010000. Someone need to confirm if there's differences with PAL/NTSC

Yeah, seems strange for me too, everyone should have 00010000 folder. I'm PAL user too Huh
