Possible to change where emulator saves local files?

I am trying to get dolphin and other... files... onto a usb drive, but whenever I load onto a new computer the controls do not save. Is there a way to make it so controls and such save to the usb drive?

Create a file named portable.txt in the same directory as Dolphin.exe. Then all the settings will be saved in that directory.
